The Vienna Town Council on Oct. 11 unanimously approved a memorandum of understanding with the Vienna Business Association (VBA) regarding their respective roles in the upcoming Vienna Halloween Parade.
The parties will hold the parade Oct. 27 from 7 to 9:30 p.m.
The town will cover expenses for banners, signage, goodie bags, printing, masters of ceremony, ribbons and magnets for the vehicle carrying the parade’s grand marshal. Town officials also will administer the parade’s logistics and provide police, parks-and-recreation and public-works staff support for road closures, trash pickup and the lining up of parade participants.
The VBA will recruit local businesses to donate items for the children’s goodie bags, work with the town to provide advertising and carry a general-liability insurance policy for the event.
Town officials canceled the 2020 Halloween Parade because of pandemic-related concerns. The last time the parade previously had been canceled was in 2002, when a pair of snipers was terrorizing the D.C. region.
