Vienna again wins accolades for budgeting

The Vienna town government for the 28th consecutive year has been honored by the Government Finance Officers Association (GFOA) for excellence in budgeting practices.

The local government recently again received the GFOA Distinguished Budget Presentation Award.

“We’re honored that our work continues to meet the highest standards set by the GFOA,” said Town Finance Director Marion Serfass. “Producing an annual budget plan of this caliber requires a great deal of collaboration and coordination between the finance office, town departments and the Town Council, and we are grateful to be part of a culture that always strives for excellence.”

To receive the Distinguished Budget Presentation Award, localities must satisfy nationally recognized guidelines for effective budget presentation. The guidelines are designed to assess how well a government’s budget serves as a policy document, a financial plan, an operations guide and a communications device.


The town’s plan attained a proficient rating in all four categories and met the standards in the 14 mandatory criteria within those categories to qualify for the award, officials said.

Since 1906, the GFOA has represented public finance officials in local, state and federal agencies throughout the U.S. and Canada.
